Terms of Service
These Terms explain the rules for using the HCCTS Contract Management System to submit and administer contract requests. Importantly, submitting a request does not approve a contract, authorize spending or a vendor, or permit work to begin — that happens only after all required approvals and a fully executed contract.
Acceptance of Terms
These Terms of Service (the "Terms") govern your use of the HCCTS Contract Management System (the "System"), operated by Highlands Community Charter & Technical Schools ("HCCTS"). By accessing or using the System, or by submitting a contract request, you agree to these Terms.
If you do not agree with these Terms, you should not use the System.
Purpose of the System
The System provides a means to submit, route, review, and administer contract requests for HCCTS. It is an operational and administrative tool intended to support HCCTS’s contract intake and review processes.
The System is not a marketplace, and submitting a request through it does not create any contractual relationship on its own.
Authorized Use
The System is intended for legitimate contract-related purposes only. You agree to use it in accordance with these Terms, applicable HCCTS policies, and applicable law.
Use of the System for any purpose other than submitting or administering bona fide contract requests is not authorized.
User Eligibility and Authority
By submitting information through the System, you represent that you are authorized to do so and that you are acting for legitimate contract-related purposes.
If you submit information on behalf of an organization, vendor, or contractor, you represent that you have the authority to provide that information for consideration by HCCTS.
Accuracy of Submitted Information
You are responsible for ensuring that the information you submit is accurate, current, and complete to the best of your knowledge.
HCCTS may rely on submitted information for review and administrative purposes. Inaccurate or incomplete information may delay a request or affect its handling.
Vendor and Contract Information
Information about vendors, contractors, scope of work, dates, amounts, rates, terms, and procurement is submitted for review and administrative consideration only.
Submitting such information does not obligate HCCTS to engage any vendor or contractor, or to proceed with any contract.
Uploaded Documents
You may upload supporting documents as part of a request. You are responsible for the content of any document you upload and for ensuring you have the right to submit it.
Do not upload documents that you are not authorized to share or that contain unnecessary sensitive personal information.
Conflict-of-Interest Disclosures
The System may request conflict-of-interest responses as part of a contract request. You agree to respond accurately and completely to any such disclosures.
These disclosures support HCCTS’s review and compliance processes and should reflect your good-faith knowledge at the time of submission.
Prohibited Conduct
When using the System, you agree not to:
- Submit false, misleading, or fraudulent information
- Submit information you are not authorized to provide
- Attempt to gain unauthorized access to the System, its data, or its administrative functions
- Interfere with, disrupt, or attempt to compromise the security or operation of the System
- Upload malicious code or content, or content that is unlawful or infringing
- Use the System for any purpose other than legitimate contract-related activity
No Authorization to Begin Work
Submitting a contract request does not approve the contract, authorize spending, authorize a vendor, create a binding agreement, or permit services or work to begin.
Work may not begin until all required reviews and approvals are completed and a fully executed contract is in place.
No Guarantee of Approval
Submitting a request does not guarantee that it will be approved. Requests are subject to review, revision, and the applicable approval processes.
HCCTS reserves the right to approve, deny, request changes to, or decline to act on any request, consistent with its policies and applicable requirements.
Electronic Submissions and Communications
You agree that submissions and related communications may be handled electronically through the System, including status updates and review-related messages.
Electronic submission through the System is a means of intake and record-keeping. It does not, by itself, create an electronic signature or a legally binding agreement on behalf of HCCTS.
Review, Revision, and Resubmission
Requests may be reviewed and returned for revision. Where a request requires changes, you may be asked to revise and resubmit information.
Resubmission and revision are part of the normal review workflow and do not change the requirement that all approvals be completed before any contract is in effect.
Administrative Access
Authorized HCCTS personnel may access, review, annotate, and act on submitted requests as part of contract administration.
Administrative access is limited to authorized personnel and approved service providers, as reasonably necessary for review, compliance, records management, security, and system operation.
Records Retention
Information submitted through the System may be retained according to applicable laws, organizational policies, audit requirements, contractual obligations, and records-retention schedules.
As a result, information may be retained even after a request is completed, withdrawn, or denied.
Intellectual Property
The System, including its design, text, and layout, is provided for HCCTS’s operational use. You should not copy, reproduce, or repurpose the System or its components except as necessary for legitimate contract-related use.
You retain responsibility for content you submit and represent that you have the rights necessary to submit it.
Third-Party Services
The System relies on third-party service providers for functionality such as storage, file uploads, and communications. Those services are subject to their own terms and practices.
HCCTS is not responsible for the independent acts or omissions of third-party providers beyond its reasonable control.
Availability and System Changes
The System is provided on an as-available basis. HCCTS may modify, suspend, update, or discontinue the System or any of its features at any time, with or without notice.
HCCTS does not guarantee uninterrupted or error-free availability of the System.
Disclaimer of Warranties
To the extent permitted by applicable law, the System is provided "as is" and "as available," without warranties of any kind, whether express or implied, including any implied warranties of merchantability, fitness for a particular purpose, or non-infringement.
HCCTS does not warrant that the System will meet your requirements or that it will be uninterrupted, timely, secure, or error-free.
Limitation of Liability
To the extent permitted by applicable law, HCCTS will not be liable for indirect, incidental, special, consequential, or punitive damages arising out of or relating to your use of, or inability to use, the System.
Nothing in these Terms limits any liability that cannot be limited or excluded under applicable law.
Indemnification
To the extent permitted by applicable law, and only where appropriate to the circumstances, you agree to be responsible for claims arising from your own submission of false, unauthorized, unlawful, or infringing information or content through the System.
This provision applies only as and to the extent permitted by applicable law and does not expand any obligation beyond what the law allows.
Governing Requirements
Your use of the System, and any contract-related activity conducted through it, is subject to applicable laws, regulations, and HCCTS policies, as applicable.
These Terms should be read together with any other applicable HCCTS policies governing contracts, procurement, and use of HCCTS systems.
Suspension or Termination of Access
HCCTS may suspend or terminate access to the System, in whole or in part, where it reasonably determines that use is unauthorized, violates these Terms, or poses a risk to the System or its data.
Suspension or termination of access does not affect obligations or records that survive by their nature or as required by law.
Changes to These Terms
HCCTS may update these Terms from time to time. Updates will be posted on this page with a revised effective date.
Continued use of the System after an update indicates awareness of the current Terms.

Effective Date
These Terms of Service are effective as of July 2026.
